  • The Establishment of the Community Initiative Control System and the Transition of Issues for Conservation:Focusing on Community Organizations and the Preservation Committee in Tsumago-juku from 1968 to 2003, Ishiyama Chiyo; Kubota Aya; Nishimura Yukio, Journal of the City Planning Institute of Japan, 53, 3, 1239, 1246, 2018, The City Planning Institute of Japan, We describe the establishment of a community initiative control system and the transition of issues for conservation by focusing on community organizations and the preservation committee in Tsumago-juku. During the start-up period, members of the Control Committee, established under the Residents' Charter, considered intensively and implemented mechanisms of fairness and effectiveness. Subsequently, the establishment of the foundation and integration of organizations strengthened the system. The members strive for comprehensive control, including that over landscape, business-related actions, traffic, real-estate buying and selling, and operation of organizations etc. In particular, business-related actions, real-estate buying and selling, and traffic issues were continuing and relapsing issues. Therefore, community organizations always took the lead; however, we identified changes in their control. With flexible direction as a whole, they practice individual control, depending on aspects such as the applicants' residence, location, use, action, and architectural style. In this process, the Residents' Charter introduces the community principles and background and imposes accountability of the contents of the control and changes.
  • THE PROCESS OF LEGISLATION ON VOLUNTARY RULE FOR THE PRESERVATION OF A HISTORICAL VILLAGE:A case study of the two-stage legislation for the Residents' Charter in Tsumago-juku, ISHIYAMA Chiyo; KUBOTA Aya; NISHIMURA Yukio, Journal of Architecture and Planning (Transactions of AIJ), 740, 2637, 2647, Oct. 2017, 日本建築学会, &nbsp;Tsumago-juku is an old post town along Nakasenndo in Nagano Prefecture and the pioneer of historical village preservation in Japan. In 1971, after the completion of a memorial project marking the 100<sup>th</sup> anniversary of Meiji, the residents of Tsumago-juku established a Residents' Charter in an attempt to protect the town's historical buildings, their surrounding natural environment, and residents' lives from both internal and external risks(Fig. 1).<br>&nbsp;At first, the Residents' Charter was not legally binding; however, in 1973, the local government of Nagiso Town passed a municipal ordinance for the preservation of Tsumago-juku (1<sup>st</sup> legislation). Such an advanced step for the preservation of historical buildings and their surroundings helped initiate the establishment of preservation districts for groups of historic buildings (hereinafter, the Denken policy) in 1975. In 1976, Tsumago-juku, along with six other districts, was designated as cultural property under the Denken policy (2<sup>nd</sup> legislation).<br>&nbsp;This paper elucidates the two-stage legislation process of the Residents' Charter by procuring and analyzing the minutes of the local assembly and the Council for the Preservation of Tsumago-juku. Moreover, it also considers the significance and limitations of the legislation of the voluntary rule, the relationship between the Residents' Charter and legislation, and the conceivable actions of the local community.<br>&nbsp;The 1<sup>st</sup> legislation process of the Residents' Charter involved the following four main points: the significance of the legislation of the Residents' Charter, publicness of Tsumago-juku and its relation with other areas, property rights of residents, and residents' agreement (Table1). Tsumago-juku used a comprehensive perspective to address these points and limited the legislation to a single phrase: &ldquo;We won't destroy.&rdquo; They also emphasized the necessity of rigorous maintenance of the Residents' Charter and considered systems such as a special account for paid parking for balance adjustment between areas, especially between Tsumago and other areas. On the 2<sup>nd</sup> legislation process, discussion was concentrated on the area for preservation and practicable adjustments of the operation mechanism between local circumstances and national rules.<br>&nbsp;The legislation guaranteed the preservation of Tsumago-juku by making it a part of ongoing preservation projects. Besides, it allowed for the reevaluation of the characteristics of Tsumago-juku under different frameworks concerning its publicness. However, compromises were made on some points, such as the area for preservation(Fig3.→Fig. 4→Fig. 6) and changes to be implementation(Fig. 2→Fig. 5). To put it differently, the legislation became a limited tool for the local community, and realizing this, they formulated local systems such as a Control Committee and thought up other measures (Table2 and Fig. 7). Thus, they succeeded in developing a comprehensive system to satisfy the requirements mandated by the Residents' Charter.

But, village preservation could governs many private properties and residents lives andlivings. Therefore, we should give careful consideration to authorize plan and organization.   • 19K23548, Research on understanding the actual situation of voluntary rules and deriving the requirements for constructing and operating a coordination system in townscape preservation areas in Japan, The voluntary rules established and operated in the townscape preservation areas in Japan are the result of elaboration according to the circumstances of each area, while being influenced by the advanced areas. In the advanced areas, which have been in operation for about half a century, the basic principles have remained unchanged despite minor operational changes, and the voluntary rules have served as a basis for addressing issues and promoting a renewed awareness of the preservation targets. Many areas established their own rules after being selected for Denken, and this was triggered by issues related to real estate transactions and usage, as well as by turning points in community development. Spatial and social coordination systems based on voluntary rules require a system that aims for a sustainable relationship between preservation and the local economy, a system that appropriately accepts new actors and elements, and a system to prepare for risks facing the community.

  • 2023, 本科目は1年次後期に開講する少人数制の選択科目のゼミナールである。担当教員が専門分野に従って提示する課題の中から2つに取り組むことで、観光まちづくりに関連する各専門分野のより個別的な内容にふれるとともに、観光まちづくりへの多様なアプローチを実践的に学んでいく。また、導入ゼミナールで身につけたアカデミックスキルを実際の研究やプロジェクトに近い形で活用する。|本科目の履修を通して、自らの興味・関心を観光まちづくりの関連分野でどのように位置づけ、掘り下げていくことができるのかを考える。
  • 2023, 地域に暮らす住民と一時的に訪れる観光客とでは、地域に求める機能も行動も自ずと異なる。一方で、両者が存在し、出会うことによって、地域の個性が見出され、磨かれていく側面もある。また、近年は住民と観光客に大別できない多様な「関係人口」が生まれつつある。これらをふまえ、有限な地域空間において、住民と観光客をはじめとする多様な主体が共存できる空間的・社会的に魅力的なデザインを、多層的スケールで(建物-敷地-街区-地区-都市-広域)考えるための基本的な見方ができるようになることが、本講義の第一のねらいである。|加えて、人口減少と社会の成熟化、情報化、グローバル化に加え、気候変動等に伴う災害の頻発と2020年以降のコロナ禍で、地域を取り巻く環境も人々の意識も激動期にある現代において、行政の縦割りや広域化等の弊害を越え、地に足着いた地域デザインを行っていくための基本的なアプローチと関連する基本的な技術を習得することが第二のねらいである。|地域デザインは、フィジカルなデザインだけではなく、そこに関わる多様な主体間の関係性デザイン、マネジメントをも含めた中長期にわたるプロセスのデザインを、包括的に考えなければならない。これは、地域側から取り組むからこそ可能なのである。
