  • Study on the Framework of Tourism Management in the Thinly Populated Areas in Japan : Focus on Areas Possessing Cultural Heritages Concerning Local Life and Industry, 22, 71, 80, 23 Mar. 2020, This study aims to examine the classification and examples of the methods for tourism management in the thinly populated areas which possess the cultural heritages connected to local life and local industries. At first, the examples of the world heritage-listed areas in Japan : Shirakawa-go in Gifu pref., Gokayama in Toyama pref., Hongu in Wakayama pref., Iwami-ginzan in Shimane pref., are examined to derive the classification of the methods for tourism management. Secondly, the proposed framework of tourism management is applied to the recently starting actions for attraction of tourist taken in two areas in Wakayama prefecture. One of the example is the pilot tour program implemented in the fishing village of Saikazaki in Wakayama city in 2017. The other example is the series of measures and projects concerning Japan Heritage concentrating on the disaster prevention culture in Hirogawa town, started in 2018. The applicability of the framework of tourism management as well as the potentials for future development of the methods are considered through these examples.
  • Response of the City Planning to the Distribution of Tourism Resources in and Around Otsu Called "Sightseeing City" in the 1930's:A Focus on the Relationships with Tourist Sites Listed in the Guidebook "Kanko-no-Omi", Nagase Setsuji, Journal of the City Planning Institute of Japan, 54, 2, 114, 123, 2019, The City Planning Institute of Japan,

    This study clarifies the substantive relationships between the tourism resources and the city planning in and around Otsu called as "sightseeing city" in the 1930's. Firstly, it shows an historic overview of the development of modern transportation network, along with the characteristics of the street network plan and the scenic districts. Then all the tourism resources are extracted from the guidebooks of the time, to examine their distribution and relationships with the city planning. The key findings include: 1) The street network was planned to interconnect tourist resources while improving walking accessibility to them after taking public transport. 2) The streets reaching the most of historic sites located in the scenic districts, were planned to promote use of the scenic districts as parks, as well as use of cultural properties as tourism resources.

  • Impacts of University-Junior High School Partnership : A Case Study of Closing Ceremony of Fukko Junior High School, 17, 35, 46, Sep. 2017, This paper examines impacts through university-junior high school partnership with theoretical study of intergenerational communication as well as a case study at Fukko junior high school in Wakayama. This study has applied two methods: questionnaire research for junior high school and university students, and participant observation research. As a result, it reveals the features of the university-junior high school partnership and common points with intergenerational communication.
  • Prospect for development of experience programs with use of local resources in the downtown area through partnership among public, private and academic sectors : Practical study of "Shi-eki Machigurumi Museum" held in the surrounding area of Wakayama-shi station, 17, 21, 34, Sep. 2017, In recent years, many kinds of experience programs for urban tourism with use of various local resources are gaining popularity throughout the country. As one of such programs, "Shi-eki Machigurumi (area-wide involvement) Museum" was held through partnership among public, private and academic sectors in the surrounding area of Wakayamashi station in 2016. Firstly, we explain its background and contents based on our practical experience. Secondly, we analyze the results of two questionnaire surveys : one is that of the program participants and the other is that of the hosts of individual programs. At the conclusion, this study clarifies the significance of such programs in terms of community inclusion and revaluation of local life, while mentioning the improvement toward preferable program anagement in a sustainable way.

  • The characteristics of the Miyazaki city planning and their socio-regional contexts in the early Showa period:A focus on the relationships between tourism promotion of Miyazaki city as "Shin-to (city of gods)" and its modern urbanization, Nagase Setsuji, Journal of the City Planning Institute of Japan, 50, 3, 1204, 1211, 2015, The City Planning Institute of Japan, This study reveals the characteristics of the city planning of Miyazaki city in terms of socio-regional context in the early Showa period. In the modernization process, Miyazaki-jingu shrine was focused as an identity of Miyazaki city, as a newly developing city after becoming prefectural capital.  Since Miyazaki was known as a stage of the birth-myth of ancient Japanese nation, the city became to be called “Shin-to (city of gods)” and promoted tourism based on several mythological spots. In this context, the city planning prepared several scenic districts and the park-system connecting these sightseeing spots, while intending industrial development. Afterward, Munemitsu Fujita, who led the planning as a pioneering engineer, named it “Shin-to plan” based on regional characteristics by comparison with Ujiyamada city, the location of Ise-jingu.

  • Study on the Lake-side District Plan in Hangzhou, Early-modern Times, FU Shulan; NAGASE Setsuji, Journal of the City Planning Institute of Japan, 46, 3, 709, 714, 25 Oct. 2011, The City Planning Institute of Japan, This paper is a study of a lake-side district plan ("New Market Plan"), which was done during the early-modern Times in Hangzhou, China. This plan made the water-front area the most vivid and changeful area after the modern revolution, and had an important effect on the transformation of Hangzhou city and its further city planning method. Thus, this paper aims to clarify the planning history and its process by a text critique on existing records. Also, a series of analysis of the changes before and after planning, by old maps and photographs, was done in order to speculate the intent of this plan.

  • A Study on the Redevelopment Project around Kashihara Shrine in the Showa Period before the End of the Pacific War:The Context of the Creation of a "Sacred City" for the Commemoration of the 2600th Anniversary of the Japanese Imperial Era, Nagase Setsuji, Journal of the City Planning Institute of Japan, 44, 0, 145, 145, 2009, The City Planning Institute of Japan, The surrounding area of the precincts of Kashihara Shrine and the mausoleum of the emperor Jinmu, was comprehensively redeveloped through the national memorial projects for the 2600th anniversary of the Japanese imperial era in 1940. This study showed the substance of the projects with their historical and social context, using several historical documents and articles from specialty journals and that of the local newspaper from the time. Through the study, some characteristics of the project were found, such as attentive design of spaces, considerations of local identity in the landscape, to create a "sacred city". Behind the scenes of this concentrative and collaborative process of the project, local players encouraged the regional enhancements, expecting masses of visitors.
  • PEDESTRIANS' DIRECTIONS OF EYES AND RECOGNITION OF SCENES IN THEIR EXPERIENCES OF TOWNSCAPE ON THE STREET : A study on the application of the concept, "KAIMAMI scene", NAGASE Setsuji, Journal of Architecture and Planning (Transactions of AIJ), 72, 619, 109, 115, 2007, Architectural Institute of Japan, This study gives the viewpoint how to specify identity of townscape, in terms of expansion of urban environment. It especially refers to general Japanese cities. First of all, the concept of "KAIMAMI scene" is presented based on related studies. It is supporting and extending the general concepts on streetscape, by adopting an angle of pedestrians' visual action to sideways. The second, influences of "KAIMAMI scenes" upon pedestrians on the street are inspected with photo projective method. Impressiveness of scenes is studied in relationships with spatial elements based on interviews to the subjects. Then, perceptional patterns of impressive "KAIMAMI scenes", which suppose to affect impressions of total townscape, are studied. These studies are made in central urban area of Sendai.

  • From the insight into the locality to the actions to drive the community : Review on the 5 years of seminar activities for community development around Wakayamashi station, 18, 147, 153, Mar. 2018, My laboratory was established in 2012 to specialize in urban design, community building as related fields of tourism management. The practice of community-based projects has occupied an important place in our seminar activities since the beginning. Among them, the most intensive and continuing one is "Shi-eki machizukuri project" started officially in 2014 with an aim to enhance community building in the surrounding area of Wakayamashi station. Our practical activities started with an exhibition on the history of the station along with the town, leaded to the series of community workshops and development of the pilot projects for temporary pedestrianization and installation of green space on the street in front of the station. The students working on these projects have learned more about the reality of community involvement, strategic approach for changing current situation as well as importance of collaborative process among diverse stakeholders.

As a result, it clarified a roadmap for the enforcement of new city planning measures through the following methods; 1)carrying out an investigation in order to clarify the historic value of its urban landscape and to clarify important historic areas, 2)placing such important historic areas into regional plan, 3)deciding on a historic city plan under the Law on the Maintenance and Improvement of Historical Landscape in a Community (known as the Law on Historical Urban Development), and 4)devised a regulation and instruction measure while being accompanied by budget measures as a process.

Through thirty case studies, we revealed how a festival has appeared corresponding to an urban space and how the solidarity of local community has been developed through a festival. Further, we collected outstanding cases regarding improvement of an urban space featuring a festival. Finally, we could define the conception of ‘urban festival space’ consisting of space for parade, space for performance, space for interaction and festival scape. In addition, we could also develop a new method for preservation and enhancement of an urban space and landscape by reflecting the perspective of spectators at festival.

In the provincial cities activating several measures for tourism promotion in the 1930's, spatial planning for visitors was developed under the City Planning Law. One of the basic methods were planning of streets for access to the tourist sites or enjoying landscapes. The other is designation of scenic areas in order to conserve green areas covering specific shrines, temples or historic scenic sites. In several cases, planning method of "park system" introduced during the Taisho period was applied to make a network of parks, shrines and scenic sites. The similar concept was also applied to regional planning to build the first framework of regional sightseeing area.

This study examined how to build relationships among parties concerned to promote cooperation between the two, while considering trends in Japan. In addition, based on the results of the author's action researches conducted with local people in Wakayama City, which included an exchange event utilizing the history of the train station and the pilot programs to promote the use of river locations and street spaces, the possibility of developing these actions into an interaction tourism was examined.
