Changes in landscape planning and land management in Arashiyama National Forest in Kyoto, K Fukamachi; H Oku; Y Kumagai; A Shimomura, LANDSCAPE AND URBAN PLANNING, 52, 2-3, 73, 87, Dec. 2000, ELSEVIER SCIENCE BV, Arashiyama National Forest, located in the northwestern part of Kyoto city, is one of the most famous tourist sites in japan with about 10 million visitors per year. The 59.03 ha of forest landscape attracts many people throughout Japan and abroad for its beautiful combinations of cherry blossom, red pine and other deciduous broadleaf trees. From a historical point of view. the forests comprising Arashiyama National Forest were first treated in "unspecified" but "complex" ways, to maintain their preferable landscapes. As the Modem Ages (from 1870) began with the Japanese national government becoming the new administrator of forests, a new forest system in Japan was implemented. leading to forest management systems characterised by "specialisation" and "clarification". In trying to maintain the ideal landscape or functions, legislations declared prohibited acts. but failed to take into account the effects of one measure upon the other. and/or failed to clarify acceptable actions. This resulted in drastic changes in forest landscape. Our purposes of study were (1) to evaluate the landscape plans and managements based on the changes within the 25 land units demarcated in the landscape management plan of 1931, and (2) to present the relationships between public awareness and landscape management in Arashiyama after the year 1255. Through our investigations and analysis, we conclude that it is very important to conserve sustainable. historical, aesthetic forest landscape. and to take each specific and clarified management objective and system as an individual piece as well as part of a whole picture. We also suggest that administrative affairs alone would not be sufficient to interact and integrate each management purpose. Restoring the cultural interactions between people and landscape is strongly needed for future local landscape planning and management. (C) 2000 Elsevier Science B.V. All rights reserved.

18K05703, Study on future aspects of unban green as local resources, Urban green spaces have come to be sought as "local resources" that support the restructuring and independence of communities by re-recognizing and refining the individuality and characteristics of the region. The purpose of this study was to review the current state and ideal state of city parks as local resources from the two perspectives of inheriting the natural and historical context of the area and reconstructing the local community.;Then, we conducted a field survey targeting neighborhood parks in Tokyo and made a method for evaluating urban green spaces from the perspective of local resources.
26292186, Study on the form of coexistence with nature which expressed in the cultural landsacpe of the natural disaster prone region, We examined a way to "protect" our life from the threat of nature, and to keep "affinity" for nature, through analysis on the cultural landscape of natural disaster prone region. As the resut, following points became clear, houses and religious facilities were protected by using microtopography, and to keep an affinity for nature(water) by securing the visibility, accessibility ,familiarity with nature.
23380016, Study on management policy of the diversity of cultural landscape in our country, We examined the pattern classification of the cultural landscape by the relation betweenand topography and land use, and we got 12 petterrns as basic structure. And we carried out a case study survey in Oita Yufuin to examine the structure which conserve and manage an individual cultural landscape of each place. We analyzed the cooperation will and WTP(willingness to pay) on the recognition or the understanding for the local resources characteristics and its conservation through the questionnaire survey to visitors, and we examined the effective resource management system. In addition, we examined trends of the whole country of the landscape management policy of the beneficiary support type. And we examined the extraction method of the local landscape too.
17380018, A study on the landscape structure of the cultural landscape in the countryside, On this study, 67 case areas were chosen from the research area in the report on the cultural landscape in the countryside by Agency for cultural affairs. Beside case study areas were narrowed to 24 areas, and the landscape structures of each area were analyzed by using topographys and aerial photos. And the relation between landscape structure and the nature condition of each areas was examined. In these 24 areas, 4 rice field areas in the plane, Syonai, Tedorigawa, Izumo, Tonami were picked up and surveyed in detail. Each area has own landscape structure, and there is the difference in the degree of convergence of house, the shape of house forest, and the formation of roads. And it was considered that the condition of water and wind affects the landscape structure.;And as the result of the survey on the system of conservation of historical landscape in Shirakawa-ogimachi and 0ouchi-juku, there is a limit to the existing system. The existing system conserves mainly elements of the landscape, but it was discussed that it is necessary to pay attention to a relation between the landscape element which shows spatial representation to reflect Village-Specific information (Identity of village) as well as landscape element itself.
13460010, A Study on the new planning method responding to the changes of preferences of activity in nature park, According to the changes of people's preferences to natural scenic area, the role of the natural park has been changing. Especially the role as the place to experience the nature or learn about environment management has become more important. Besides, it has been recognized various problems of the natural park system in Japan, for instance "over-use" as the capacity problem. Consequently it is required to revise the system of natural park based on the new way of thinking about the conservation and use.;From these background, we paid notice to the promoting the nature experience in national park. We watched the exiting conditions of the policy for the use of national park, then clarified their problems and discussed the ideas for its solution. This study is a case study based on reports of three sites of national park in Hokkaido, Shiretoko NP, Akan NP, and Kushirositsugen NP. On the each site, the following points were investigated, 1. The profile and problem of the existing region which includes each NP regarding tourism and use of the NP, 2. The actor of nature experience guide, 3.The relationship between administration and NPO and individuals. 4. Administrative plans for nature conservation or tourism or city planning.;As a result, it was revealed that the major problem is a week relation between the activities of nature guide and the management plan of national parks, and it is difficult to execute effective and systematic action. From this point of view, the following measures are seems to be available, 1. Effective provision of information, 2.Planning responding to the features of tourists, 3.Upgrade of various facilities for park use.
12660127, A Research on Index-izing of the Local Individuality in a Local Forest Scene, On this study, An examination was done through the classified experiment which the woods photograph which was in middle distance if a person distinguishes a woods landscape by what kind of physical character was used for, and the interview investigation related to that classified reason. It became clear that "the shape of the tree crown" "tree kind" "pattern" "color" "brightness" were an important factor for the distinction of the difference in the woods landscape as that result. Then, According to the classified experiment, the resemblance occasion line of the woods landscape photograph was made in the place, and the resemblance of the woods landscape mutuality was looked for as a layered structure by a cluster analysis, and the characteristics of the common woods landscape in each cluster were extracted as a word. Then, the examination which the general idea of Fractal Dimension was used for about fixed quantity-ization of the index from the point of Texture was done on the shape of the tree crown. "Yoshino forestry area(Nara Prefecture)", "Hita forestry area(Ooita Prefecture)" was taken up, and both comparison, analyses were done about the landscape of the surface of artificial woods of a Japanese cedar. As a result, it became clear that though Yoshino faced detailed soft Texture was shown, Hita faced hard Texture which a pattern was gathered orderly was shown.

04660024, Study on Urban Recreation space in Japan as it Ought to Be, This paper aims to make clear the form of urban recreation activity and the composition of the space for recreation which is typical for Japanese. At first year, the activity form and the space composition for urban recreation in latter Edo era, for example meisyo and busy quarter, were made clear. And at second year, the process and the feature of the transition of the urban recreation activity and space in modern Japan, especially from Meiji era to eary Showa, were surveied. Survey objects were amusument-paraks and exhibitions and busy quarters.;1. Composition of the recreation space in Edo era;・The recreation space has had a connection with a water system. All object spaces has had a connnection with a water system, as a recreation ground, and as a production factor on an approach, and as a formation factor of the image.;・The recreation activity has not yet been specialized in Edo era. And people enjoyed plural activities complexly as "the time for recreation". On the recreation space, factors, for example "meisyo", "religious space" as the core factor, and "restaurant", "tearoom" as the incidental factor, and "licensed quarter", "shows" as the amusement factor, were composed as one body too.;2.Transition of the recreation activity (form of activity);・6 types and 16 activity forms were picked up, through the analysis of shows and amusment devices.;・It was cleared that, activity form was inclined to be advanced in recreational device, and to be specialized in the way of enjoy in modern age. This vector which is from (primitive + complex) to (advanced + specialized) shows the change that from the active recreation to the passive recreation.
