Recently, the development of children's norm consciousness has been considered a social issue in Japan. Finland has made pioneering efforts in child-centered development of norm consciousness and Finnish children have been practicing rule decisions. This study examined the situation in Finland for obtaining suggestions to develop norm consciousness in Japanese children, including special needs children, and examined cooperation among homes, elementary schools, and other related organizations. The authors visited child-related facilities in and around Helsinki and conducted interviews with seven participants. The following results indicated characteristics of norm development in Finland: (1) the process of deciding group rules mainly by children,( 2) individual and small-group support for understanding the rules,( 3) environmental settings for understanding the rules, and( 4) cooperation with other organizations.
